A new report from The New York Times says HUD has instructed fair-housing officials to narrow assistance-animal accommodations for disabled tenants, including by excluding emotional support animals and applying a stricter definition of service animals.
If implemented, the shift could significantly affect tenants who rely on ESAs or other assistance animals for disability-related support, especially in housing with no-pet policies, pet deposits, or monthly pet fees.
The key distinction remains important: housing rules are not the same as restaurant, retail, or public-access rules. Under longstanding fair-housing principles, assistance-animal requests are evaluated as disability-related housing accommodations — not as ordinary pet requests. Washington Nationals Introduce Natty, Their New Team Dog |
The Washington Nationals have added a new four-legged fan favorite to the lineup. Natty, an 8-week-old golden/Labrador mix, made his Nationals Park debut on May 15 and is already winning hearts with appearances throughout the season.
Natty will spend the season greeting fans and making appearances while being raised in Virginia by volunteer puppy raisers. After about 18 months of early socialization and training, he is expected to continue toward formal service-dog preparation through Canine Companions. |

Know Your Rights: Therapy Dogs Are Invited Guests, Not Public-Access Service Dogs Therapy dogs provide comfort, encouragement, and connection in places such as hospitals, schools, libraries, senior communities, and community programs. But under the ADA, therapy dogs are not the same as service dogs.
A service animal is a dog individually trained to perform work or tasks for a person with a disability. Dogs whose sole function is to provide comfort or emotional support do not qualify as ADA service animals. Therapy dogs, emotional support animals, comfort animals, and companion animals are not public-access service animals under ADA Titles II and III.
The practical rule: therapy dogs enter facilities by permission, invitation, program policy, or partnership — not by automatic ADA public-access rights. That distinction protects therapy dog teams, service dog handlers, host facilities, and the public.
Bottom line: therapy dogs do powerful work, but ethical access matters. A therapy dog should be presented as a trained visiting animal, not as a service dog.
